PCSO earns top global accreditation, reinforces standing as world-class gaming leader

The Philippine Charity Sweepstakes Office has further strengthened its position on the global stage after securing the prestigious Level 3 Accreditation under the Responsible Gaming Framework of the World Lottery Association, marking a first for the Philippine gaming industry.

Awarded in January 2026, the certification represents a major institutional leap for PCSO. Its progression from Level 2 to Level 3 signals a decisive shift from policy commitments to the full-scale execution of global best practices, with every PCSO game now supported by dedicated budgets, concrete safeguards, and systems focused on integrity, player protection, and ethical operations.

All PCSO lottery draws are likewise ISO-certified, reinforcing the agency’s adherence to transparency, accuracy, and internationally recognized quality standards.

The World Lottery Association, the sole global authority on lottery governance, represents more than 150 state-authorized lottery operators across over 80 countries. Achieving Level 3 accreditation requires passing a rigorous audit conducted by an Independent Assessment Panel of international experts, underscoring the depth and credibility of the recognition.

With this milestone, PCSO now stands shoulder to shoulder with leading lottery institutions in countries such as the United States, Italy, France, Brazil, Turkey, Bulgaria, and Argentina.

The accreditation affirms that the Philippines is no longer simply participating in the global gaming industry, but operating at the same level of safety, accountability, and transparency as the world’s most advanced gaming jurisdictions.

The international recognition comes on the heels of another major achievement. In December 2025, the Governance Commission for GOCCs ranked PCSO as the number one government-owned and controlled corporation in the country, awarding it a record-breaking performance score of 100.63 percent.

The top ranking was anchored on PCSO’s strong transparency record, sustained revenue growth, and wide-reaching social impact. Among the initiatives cited were the nationwide distribution of patient transport vehicles to all cities and municipalities, expanded medical assistance programs, disaster and emergency relief operations, medical equipment donations, and strengthened partnerships with non-government organizations.

Adding to the agency’s momentum, PCSO’s general manager was also named one of three finalists for the GCG Leadership Award during the same annual evaluation.

“This international certification is more than just a plaque on the wall. It is a testament of solid commitment to the Filipino people,” said PCSO General Manager Melquiades Robles.

“Being named the top GOCC in the country and now gaining Level 3 WLA accreditation shows that we are dead serious in combining heart-led public service with world-class professional standards,” he added.

With its rare dual distinction as the country’s highest-ranked GOCC and a globally certified lottery operator, PCSO continues to redefine the lottery experience in the Philippines—anchored on trust, transparency, and a world-class approach to nation-building.
