The Independent Commission for Infrastructure (ICI) has formally urged the Office of the Ombudsman to investigate alleged anomalies involving former officials of the Department of Public Works and Highways (DPWH) linked to a flood-control project estimated at PHP 72 million.
According to the ICI’s referral, irregularities may have occurred during the bidding and execution phases of the project, prompting concern that funds may not have been utilised in full compliance with procurement regulations.
The officials named in the request include former DPWH Undersecretary Roberto Bernardo and former DPWH Secretary Eduardo Bonoan. The commission’s complaint outlines their alleged roles in oversight and approval of the project, as well as responsibilities for ensuring project integrity.
In its submission, the ICI stressed the need for the Ombudsman to act swiftly in order to preserve evidence and prevent any further possible loss of public funds. The referral underscores the commission’s commitment to transparency and accountability in infrastructure projects. ”
The DPWH has not yet issued a formal comment on the allegations. Meanwhile, the Ombudsman will review the ICI’s request and determine whether to initiate a preliminary inquiry or full investigation.
Observers say that the case signals increasing scrutiny of infrastructure contracts under the government’s intensified focus on anti-corruption efforts, particularly within the DPWH and related agencies.
The ICI’s move comes amid growing public concern over the management of funds for large-scale flood-control and water-management projects, which are critical in the Philippines given its vulnerability to heavy rainfall and flooding.
