BI trains personnel on Human Rights in detention

The Bureau of Immigration (BI) conducted specialized human rights training for personnel at its Warden Facility to ensure detainees are handled professionally and with dignity.

The “Training for Human Rights in Detention: Standards, Laws, and Practice” was held on November 13 at the BI Warden Facility inside the Bureau of Corrections compound in Muntinlupa City.

Forty BI personnel attended the seminar, part of efforts to strengthen adherence to international and national standards on humane treatment of persons in custody.

Richard Palpal-latoc, chair of the Commission on Human Rights (CHR), and BI Human Resource and Development Division Chief Cris Villalobos were present.

The BI operates two Warden Facilities—Camp Bagong Diwa in Taguig City and the BuCor compound in Muntinlupa City—currently housing 567 foreign detainees, mostly immigration violators and fugitives.

BI Commissioner Joel Anthony Viado commended the participants, saying: “Protecting human rights is central to our mandate as an institution of government. Through continuous training and cooperation with the CHR, we ensure that our personnel handle detainees with professionalism, compassion, and respect for human dignity.”

BI Warden Facility chief Zottocles Bechayda added that the training reinforces the BI’s commitment to guiding officers by human rights principles in managing detention facilities.
