A flood control structure worth more than P87 million collapsed in Surigao del Norte just three years after its completion despite the absence of heavy rains or strong water currents.
The damaged structure is located in Barangay Mabuhay, Sison, in Surigao del Norte’s second district.
Residents said the dike suddenly caved in on Nov. 26, 2025, even though there was no significant flooding at the time.
“This was supposed to protect us,” resident Reynaldo Corvera said, expressing disbelief over the collapse.
Other residents said they noticed signs of structural distress weeks before the incident but claimed no preventive repairs were undertaken.
They have since appealed for immediate government action, warning that further deterioration could expose nearby farms and homes to flooding once rains intensify.
Project records show the dike cost P87,079,738.88 and was implemented by CV Construction and Development.
The project was funded under the Regular Infrastructure component of the General Appropriations Act of 2021.
Construction was completed in May 2022, making the structure barely three years old at the time of collapse.
The incident occurred amid an ongoing investigation by the Independent Commission for Infrastructure (ICI) into alleged substandard and “ghost” projects in Surigao del Norte’s second district.
