LTFRB to implement stricter standards for PUV franchise renewals

The Land Transportation Franchising and Regulatory Board (LTFRB) is set to implement a new policy that will deny franchise renewals to public utility vehicles (PUVs) deemed dilapidated or poorly maintained.

The policy, which is expected to be finalized soon, marks a shift in the agency’s confirmation process. Under the new guidelines, any PUV—regardless of whether it is a jeepney, bus, or taxi—must meet specific roadworthiness and cleanliness standards before its franchise can be extended.

LTFRB Chairperson Vigor Mendoza II stated that the move is necessary to address the declining state of many public transport units.

“We will adopt a new confirmation process. We will not confirm any franchise if the vehicle is in poor condition,” Mendoza said.

The crackdown follows increasing reports of safety hazards and passenger discomfort, including units with structural damage, holes in floorboards, and unsanitary interiors. Mendoza emphasized that the policy applies to both traditional and modernized units, noting that some newer vehicles have already shown signs of neglect.

“We in the LTFRB are tasked by law to regulate public transport, ensure roadworthiness, and guarantee the safety, efficiency, and comfort of the riding public,” Mendoza added.

The board is expected to release the formal memorandum circular and specific inspection criteria next week.
