The Bases Conversion and Development Authority is accelerating plans to transform Clark into a premier regional aviation hub, with major investments in aircraft maintenance and air cargo infrastructure moving closer to realization.
BCDA president and chief executive officer Joshua Bingcang said Lufthansa Technik Philippines has proposed a $400-million investment to establish a state-of-the-art maintenance, repair and overhaul facility at Clark Aviation Capital.
The project is expected to significantly boost Clark’s capabilities in aircraft servicing and position it as a key node in global aviation supply chains.
Lufthansa Technik Philippines is a joint venture between Lufthansa Technik AG and MacroAsia Corp.. The group is seeking a 15-hectare site within Clark International Airport under a proposed 25-year lease, with an option to extend.
Bingcang said negotiations are expected to wrap up within the quarter, with construction targeted for completion in about three years.
Alongside the MRO project, BCDA is pressing ahead with infrastructure upgrades to support the expansion of Federal Express Corp.’s operations at Clark. FedEx currently operates three to four daily flights at the airport, but plans are underway to ramp this up to as many as 20 flights once a new $80-million facility covering roughly 80,000 square meters is completed.
To accommodate the increased traffic, BCDA will undertake the construction of a second runway and expand the airport apron. Apron works are set to begin within the year and are expected to take about 18 months, while the second runway will require around three years to complete and will be funded by BCDA.
“They’ve already chosen a builder and it is now securing the permits,” Bingcang said, underscoring the momentum behind Clark’s next phase of aviation growth.
