Bureau of Customs (BOC) Commissioner Ariel Nepomuceno has reminded all officials and employees that engaging in any form of gambling is strictly prohibited, especially during office hours.
In a memorandum, Nepomuceno reiterated his earlier directive aligned with the Civil Service Commission (CSC) order prohibiting gambling activities among government employees.
“In adherence to the Bureau of Customs’ commitment to integrity and discipline, all officials and employees are strictly prohibited from engaging in or participating in any form of gambling, including online betting, and from entering casinos, gambling dens, cockpit arenas, or other similar venues,” he said.
The ban also covers gambling activities during official working hours, whether inside or outside office premises, as stated in the CSC advisory dated September 2, 2025.
Nepomuceno emphasized that the directive upholds Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, which promotes integrity and accountability in public service.
“Violations of this directive shall be dealt with in accordance with existing CSC rules and other relevant laws,” he warned.
All heads of offices were also instructed to ensure strict compliance and report any violations within their jurisdictions.
The CSC earlier reminded that under Section 46(b)(16) of Executive Order No. 292, engaging in gambling prohibited by law is a ground for disciplinary action in the Civil Service.
