The Armed Forces of the Philippines (AFP) has denied claims by Cavite 4th District Rep. Francisco Barzaga Jr. that it has “ghost projects” worth ₱15 billion, calling the allegation false and misleading.
“The claim circulating online and echoed by Representative Kiko Barzaga appears to have been based on false or misleading information that has been proliferating on social media,” the AFP said in a statement.
It clarified that under the “Tatag ng Imprastraktura para sa Kapayapaan at Seguridad” (TIKAS) program, all project funds are released directly to the Department of Public Works and Highways (DPWH), not to the AFP.
“The AFP’s role is limited to identifying infrastructure requirements such as barracks, hospitals, training facilities, and access roads that are essential to mission readiness,” it said.
The AFP emphasized that the DPWH handles planning, bidding, construction, and inspection, with completed projects turned over only after official acceptance.
Reaffirming its commitment to transparency and accountability, the AFP stated, “We continue to work closely with the DPWH and other government agencies to ensure that every infrastructure project serves the welfare of our troops and the needs of national defense.”
While respecting free speech, the AFP urged the public to verify information before sharing or making statements that could erode trust in institutions. It said it remains firm in “upholding truth, integrity, and responsible communication amid growing disinformation online.”
