MANILA – The Anti-Red Tape Authority (ARTA) emphasized the importance of efficient public service delivery, digitalization, and regulatory reforms in strengthening government accountability and public trust.

ARTA Deputy Director General for Operations Undersecretary Lea-Grace Salcedo discussed these priorities during the BAGANI: Rising Leaders Development Program (Batch AGOS) at the Development Academy of the Philippines (DAP) Conference Center on October 14, 2026.

Speaking before emerging public sector leaders, Salcedo presented ARTA’s mandate and the key provisions of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

She highlighted the law’s focus on empowering government agencies to improve their services while enforcing measures against bureaucratic inefficiencies and violations.

According to Salcedo, streamlined government processes are essential to attracting investments, generating employment opportunities, preventing corruption, and strengthening public confidence in government institutions.

She also discussed reform mechanisms, including process re-engineering, Good Regulatory Practices, Citizens’ Charters, and Regulatory Impact Assessments (RIA), which aim to simplify procedures and improve government efficiency.

Salcedo stressed the importance of digitalization in reducing opportunities for improper transactions and unnecessary face-to-face negotiations between government personnel and clients.

She warned that practices such as excessive waiting times and requiring clients to make repeated visits without valid reasons may constitute violations of the Ease of Doing Business law.

The BAGANI Fellowship is DAP’s flagship four-week residential leadership program designed for public servants aged 18 to 35, focusing on ethical leadership, innovation, and public sector reforms.

ARTA said its participation in the program reflects its continuing commitment to developing reform-oriented government leaders capable of improving public service delivery.
