
QUEZON CITY – Cats accompanied by their owners, volunteers and animal welfare advocates gathered at the Carlos Albert Session Hall of Quezon City Hall on Thursday, October 8, to express support for the proposed “Kapon for All Pets” (KfAP) ordinance.
The proposed measure seeks to make spaying and neutering services more accessible and affordable to pet owners, helping address animal overpopulation and promote responsible pet ownership.
Volunteers from the Philippine Animal Welfare Society (PAWS), along with other animal welfare supporters, joined the gathering to call for the ordinance’s approval.
PAWS has been advocating for local government units (LGUs) nationwide to provide free or low-cost spaying and neutering services for pets owned by their constituents.
The organization also encourages LGUs to establish incentive programs for veterinary clinics willing to offer free or discounted sterilization procedures.
The proposed ordinance aims to reduce unwanted animal births, prevent pet abandonment and help address the growing number of stray animals in communities.
Spaying and neutering are widely recognized as humane approaches to managing dog and cat populations while supporting animal health and welfare.
Animal welfare advocates hope the proposed measure will encourage more pet owners to have their animals sterilized and inspire other local governments to adopt similar initiatives.
