Former Public Works and Highways Secretary Rogelio “Babes” Singson resigned as commissioner of the Independent Commission for Infrastructure (ICI) so he can use his technical expertise to help implement major projects at the Department of Public Works and Highways (DPWH), Secretary Vince Dizon said.
Singson’s resignation, effective December 15, 2025, was announced by ICI Chair and retired Supreme Court justice Andres Reyes Jr. during a press conference.
Reyes said the 77-year-old official cited the “very intense and stressful” nature of ICI work, which has taken a toll on his health.
He added that the ICI has yet to consider who will fill Singson’s vacated post.
Dizon confirmed that Singson previously spoke to him about stepping down for “personal reasons” amid the commission’s continued filing of cases related to alleged corruption in infrastructure projects, particularly in flood control.
“His reason is he thinks because the ICI filed many cases already and he has a technical expertise, he wants to devote his expertise to helping DPWH implement projects properly,” Dizon said.
He added that Singson expressed interest in helping carry out 18 major flood-mitigation master plans that he began during his tenure at DPWH but were never implemented.
“Specifically, he told me that he wants to help the President and me in implementing 18 major master plans for flood mitigation that he started when he was a DPWH secretary, but were not implemented,” the DPWH chief said.
Dizon also shared that Singson informed President Ferdinand Marcos Jr. of his intention to assist the DPWH after leaving the ICI.
