Vice President Sara Duterte declared a net worth of Php 98.66 million in 2025, about Php 91.4 million higher than the amount she reported when she entered public office in 2007, documents presented at her impeachment trial showed Tuesday.

Ombudsman Records Division Officer-in-Charge Atty. Karen Batu identified and authenticated Duterte’s Statements of Assets, Liabilities and Net Worth as prosecutors presented records covering her years in the Davao City government through her tenure as vice president.

Duterte reported Php 7,250,497 in net worth in 2007, her first year as Davao City vice mayor. Her 2025 SALN placed the figure at Php 98,656,131.20, equivalent to an increase of approximately 1,260.7 percent over 18 years.

The records also showed that her declared net worth did not increase every year. It stood at Php 18.49 million in 2008 before falling to Php 18.28 million in 2009, Php 16.24 million in 2010 and Php 14.27 million in 2011. It later reached Php 65.31 million by 2021.

During Duterte’s vice presidency, the amounts presented in court were Php 71.66 million in 2022, Php 77.51 million in 2023, Php 88.51 million in 2024 and Php 98.66 million in 2025.

Prosecutors are using the financial records in connection with Article II of the impeachment case, which includes allegations of unexplained wealth and deficiencies in Duterte’s SALN disclosures. The prosecution has argued that her declared wealth should be examined against lawful income and other financial records.

The increase itself is not proof of unlawfully acquired or unexplained wealth. In a 2025 decision, the Supreme Court reiterated that determining unexplained wealth requires consideration of an official’s beginning net worth as well as legitimate sources of income. The Court said failing to account for such sources, including business earnings and other documented income, could undermine a conclusion that wealth was grossly disproportionate to lawful earnings.

That principle also provides context for the impeachment court’s decision to admit Duterte’s financial declarations dating to 2007. Presiding Officer Sen. Francis “Chiz” Escudero has said the earlier SALNs may be used to establish a starting point for evaluating her finances, rather than to introduce allegations involving her years before becoming vice president.

Duterte’s defense has maintained its objection to the relevance of records predating her 2022 assumption of an impeachable office. The prosecution, meanwhile, still bears the burden of establishing the significance of the changes in her declared wealth and connecting its evidence to the allegations contained in Article II.
