Sandiganbayan finds Muntinlupa mayor Ruffy Biazon guilty of graft over pork barrel scam

The Sandiganbayan has convicted Muntinlupa City Mayor and former congressman Ruffy Biazon of graft in relation to the multibillion-peso Priority Development Assistance Fund (PDAF) scam, more commonly known as the pork barrel scam, which allegedly misused around ₱10 billion in public funds.

Following the ruling, the anti-graft court sentenced Biazon to a prison term ranging from six to ten years. The conviction stems from his involvement in the allocation of his congressional PDAF to questionable projects during his tenure as a lawmaker.

However, the court acquitted Biazon of separate charges of malversation connected to the same case, citing insufficient evidence to support those allegations.

In response to the verdict, Biazon expressed his intention to challenge the decision and pursue an appeal, maintaining that he neither benefited from nor misused public funds.

“Public service should not be derailed by noise or distraction. My commitment to Muntinlupeños stands firm—a city led with compassion, guided by vision, and focused on real solutions,” Biazon said in a statement.

Biazon’s camp emphasized that the Sandiganbayan’s verdict has no bearing on his current role as mayor of Muntinlupa City. Despite the graft conviction, his legal team maintains that the decision does not automatically lead to his removal from office, and that he will continue to perform his duties pending the outcome of his appeal.

“The governance will continue with the same integrity and resolve that has marked his leadership since day one. This is not the end—it’s the beginning of a renewed push for deeper, more inclusive public service,” Biazon’s camp said.
