Rubber gate failure at Bustos Dam prompts flood warnings in Bulacan

The rupture of a rubber gate at the Bustos Dam on May 1 has not only raised flood alerts but also triggered broader concerns over the aging infrastructure of one of Bulacan’s key water control systems.

As emergency alerts were issued for riverside communities, including Barangays Tanawan, San Pedro, Poblacion, Talampas, and Cambaog, residents began questioning the reliability of the dam’s rubber gates — components that have long been vulnerable to wear and tear.

“This isn’t just about today’s emergency. It’s about long-term safety,” said Marites Gomez, a community leader from Poblacion. “We need more than just band-aid repairs.”

Experts say the rubber gate technology used in the Bustos Dam, while cost-effective and environmentally friendly, requires regular maintenance and replacement cycles that are often overlooked due to budget constraints.

Mayor Francis Albert Juan, in his advisory, urged vigilance and immediate evacuation for at-risk areas. However, the incident has spurred discussions among local officials about the need for preventive investment in dam infrastructure and more robust disaster preparedness protocols.

The National Irrigation Administration has yet to release a full report on the cause of the damage, but residents and local leaders alike are calling for a transparent investigation and long-term engineering solutions.

With climate unpredictability and extreme weather becoming more frequent, communities across Bulacan are now pressing for proactive infrastructure audits — before the next warning comes too late.
