
The private sector is stepping up in a big way to support President Ferdinand R. Marcos Jr.’s push for inclusive housing, as 42 major developers have committed to build more than 250,000 socialized housing units under the expanded Pambansang Pabahay para sa Pilipino (4PH) program.
This landmark pledge was formalized in a joint letter addressed to Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling, dated July 7, 2025. Signed by leaders from four of the country’s largest developer groups—the Chamber of Real Estate and Builders’ Associations, Inc. (CREBA), the National Real Estate Association (NREA), the Organization of Socialized and Economic Housing Developers of the Philippines (OSHDP), and the Subdivision and Housing Developers Association, Inc. (SHDA)—the letter expressed unified support for the recalibrated 4PH.
According to the letter, the 251,846 housing units pledged are more than just numbers—they symbolize the growing trust of the housing sector in the government’s ability to finally bridge the country’s longstanding housing gap.
“We see this not merely as a numerical pledge, but as a concrete reflection of the mass housing sector’s confidence in the direction the Department is taking under your stewardship,” the groups wrote.
The developers highlighted key reforms that inspired their commitment, including DHSUD’s streamlining of permitting processes, updated technical standards for socialized housing, price ceiling adjustments, and the move to establish Housing One-Stop Processing Centers (HOPCs). These reforms, they noted, represent a serious push to remove the red tape that has hindered housing development for decades.
To further accelerate the program’s rollout, the developers proposed piloting a dedicated HOPC focused solely on 4PH-related transactions. They emphasized that such a specialized office would improve coordination among national agencies, local government units, and the private sector—ensuring faster approvals and speeding up construction timelines.
“The private sector stands ready to do its part,” the groups affirmed. “With your continued leadership and the collaborative mechanisms now being set in motion, we are confident that the Expanded 4PH can finally deliver large-scale, inclusive, and sustainable housing solutions for Filipino families.”
Secretary Aliling welcomed the pledge as a major boost to the President’s housing vision.
“This commitment is a clear testament that the recalibrated and expanded 4PH, as directed by President Marcos Jr., is on the right track,” he said. “It reinforces our determination to ensure that every Filipino family has access to a decent home and a dignified life under Bagong Pilipinas.”
The DHSUD chief emphasized that this collaboration between the government and the private sector could mark a turning point in the country’s housing sector—making affordable housing not just an ambition, but a fast-approaching reality.
