Three young individuals, who identified themselves as contributors for a freelance media organization, were brought to a police station for questioning after being intercepted by authorities in Manila for wearing face-concealing gear in public.
The Philippine National Police (PNP) reported that the three were spotted on Kalaw Avenue wearing press-marked vests, Kevlar gear, and balaclavas on Sunday morning.
The individuals—aged 18, 20, and 23 and hailing from Cavite and Taguig City—claimed their work was funded by an undisclosed nonprofit organization. They were subsequently “invited” to the police station to clarify their presence and attire.
The move by law enforcement is in line with the city’s strict policy against face coverings.
Manila enforces Ordinance No. 9134, popularly known as the Anti-Balaclava Ordinance, which prohibits the wearing of balaclavas, helmets, and other face-concealing headgear in public spaces and establishments.
The ordinance was passed to deter criminal activities and assist law enforcement agencies in preventing and investigating crimes.
The PNP did not immediately release details on whether the individuals were formally charged or had been released following questioning.
