For a family stretching every peso, collecting government assistance can carry costs of its own: a long commute, transportation fares, or hours away from earning a living. Making support easier to receive can help beneficiaries spend less time and money getting to the funds they need.

That goal is at the heart of the Palawan Group of Companies’ strengthened partnership with the Land Bank of the Philippines (LANDBANK) and the Department of Social Welfare and Development (DSWD).

Through DSWD’s Hybrid Digital Payout (HDP) System, the collaboration will give eligible beneficiaries more ways to receive financial assistance, combining digital transactions with over-the-counter payouts.

The partnership was formalized through a Memorandum of Agreement signed at the LANDBANK Tanauan Branch in Batangas, bringing together Palawan Group, LANDBANK’s Southwest Luzon Branches Group, and DSWD. Under the agreement, Palawan Group will serve as an accredited Financial Service Provider for assistance distributed through the HDP System.

More Ways to Receive Essential Support

The HDP System recognizes that beneficiaries have different needs and levels of access to financial services.

Those equipped and comfortable with digital transactions can receive assistance electronically. Beneficiaries who prefer or need in-person service can access physical payout points.

That choice matters for low-income households, senior citizens, informal workers, and other vulnerable individuals and families. More accessible payout options can help reduce travel burdens and make it easier to collect funds for everyday essentials.

Palawan Group brings both physical reach and digital access to the partnership. With more than 3,800 branches nationwide and 23 million PalawanPay users, the company can support beneficiaries through familiar branch services and a digital alternative.

This combination forms its “BrickTech” approach, which connects its nationwide branch network with digital financial services. For communities with limited access to traditional banking facilities, these additional channels can help bring government payouts within easier reach.

A Partnership Built Around Beneficiaries

“This partnership strengthens the work we have already been doing together and allows us to support more beneficiaries through accessible and convenient payout channels. We can help bring assistance closer to communities. For us, this is what serbisyong may malasakit means—using our network to make financial services more accessible and responsive to the needs of the Filipinos we serve,” said Missy Baldemor, Head of Palawan for Business, on behalf of Chief Business Development Officer Lisa Castro-Sabado.

The collaboration brings together three complementary roles: DSWD implements social protection programs, LANDBANK provides the financial infrastructure for government payouts, and Palawan Group adds physical and digital channels through which beneficiaries can receive their assistance.

For beneficiaries, the value lies in a simpler experience: more options for receiving support, greater flexibility in how they transact, and potentially less time and money spent traveling to collect assistance.

By expanding access through branches and digital services, the partnership aims to make financial inclusion more tangible—helping Filipinos receive essential support through channels that fit their circumstances.
