
MANILA – The Pag-IBIG Fund and Bases Conversion and Development Authority (BCDA) are exploring affordable housing projects near workplaces, including a proposed 14-hectare walk-to-work township in New Clark City, under the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
Pag-IBIG Fund Chief Executive Officer Marilene Acosta and BCDA President and CEO Joshua Bingcang signed a memorandum of agreement Thursday in Bonifacio Global City. Department of Human Settlements and Urban Development (DHSUD) Secretary and Pag-IBIG Fund Board Chairman Jose Ramon Aliling witnessed the signing.
Under the agreement, the two institutions will explore housing and other development opportunities on BCDA properties, including the proposed site in New Clark City.
Other potential sites are Camp John Hay, Morong Discovery Park and the Poro Point Freeport Zone.
The partnership will combine government-owned land with Pag-IBIG Fund’s affordable housing financing to provide workers and their families with homes closer to employment centers.
The proposed New Clark City development will integrate residential units with commercial areas, recreational spaces and facilities for daily needs, allowing residents to walk to work and reducing commuting time.
The township is also envisioned to include green spaces and access to essential services.
The initiative is part of the Marcos administration’s Expanded 4PH Program, which aims to increase access to affordable and decent housing for Filipino families.
Meanwhile, Pag-IBIG Fund and DHSUD are preparing for the 2nd National Housing Expo 2026 on Oct. 19 and 20 at the SMX Convention Center Manila at the Mall of Asia Complex in Pasay City.
The expo, part of the National Shelter Month celebration, will feature housing options and offers from participating developers, as well as Pag-IBIG Fund assistance for prospective homebuyers.
