
The National Police Commission (Napolcom) on Tuesday confirmed the arrest of Norman Mangusin, who is also known as Francis Leo Marcos, following the implementation of a court-issued warrant in Parañaque City.
Authorities said Mangusin was arrested by operatives of the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG) at a hotel in the city.
The arrest was carried out by virtue of a warrant issued by a regional trial court, according to Napolcom.
Officials said the case stemmed from earlier coordination between Napolcom and police units over reports involving Mangusin’s alleged activities.
These included the alleged unauthorized wearing of a police uniform and concerns over the use of multiple names and identities.
Napolcom said it had also sought verification of documents linked to Mangusin from the Department of Foreign Affairs (DFA) and the Philippine Statistics Authority (PSA).
The commission noted that the requests were made amid information that some official records may have been improperly obtained.
Napolcom said the case would proceed through the legal process and that accountability would be pursued in accordance with the law.
To recall, Mangusin has been tagged as a nuisance candidate by the Comelec in 2024 for the 2025 senatorial race.
