Marcos orders long-term EDSA rehabilitation, targets completion by 2028

Busy urban street with cars, motorcycles, and a city bus surrounded by high-rise buildings and elevated rail tracks.

President Ferdinand Marcos Jr. has directed the Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr) to coordinate efforts for the comprehensive and long-term rehabilitation of Epifanio de los Santos Avenue (EDSA), one of Metro Manila’s busiest thoroughfares.

The directive aims to address persistent road infrastructure problems while improving safety, accessibility and convenience for motorists, commuters, cyclists and pedestrians.

Under the President’s instructions, the two agencies will work together to implement lasting improvements rather than temporary repairs, ensuring that rehabilitation efforts provide sustainable solutions to the highway’s infrastructure needs.

The government is pursuing a comprehensive approach to EDSA’s rehabilitation, with the second phase of the project expected to be completed by late 2027 or early 2028.

The initiative is intended to improve road conditions, strengthen transportation infrastructure and provide safer travel for the thousands of commuters and motorists who use EDSA daily.

Coordination between the DPWH and DOTr is expected to play a central role in ensuring that road improvements are aligned with the transportation needs of Metro Manila.

EDSA serves as a major transportation corridor connecting several cities in the National Capital Region and accommodates substantial volumes of private vehicles, public utility buses and other forms of transportation.

The planned rehabilitation is also expected to consider the needs of pedestrians and cyclists as part of efforts to make the highway safer and more accessible to different road users.

The administration has emphasized the importance of implementing long-term infrastructure solutions to improve mobility and address recurring road maintenance concerns.

The project forms part of the government’s broader efforts to modernize transportation infrastructure and improve road safety across Metro Manila.
