The Department of Energy (DOE) is strengthening the country’s technical and institutional capabilities to support offshore wind energy development as part of efforts to diversify power sources and improve long-term energy security.
The initiative was highlighted during the four-day PHORA In-Country Technical Training Program on Offshore Wind, which brought together participants for technical discussions and practical exercises on the planning, development and regulation of offshore wind projects.
Supported by Carbon Trust and its technical experts, the training focused on critical aspects of offshore wind development, including export cable-route planning, technical feasibility assessments, regulatory reviews, port infrastructure development, and project ownership, financing and operating models.
Participants also examined potential challenges and regulatory gaps that could affect the implementation of offshore wind projects in the Philippines.
The program aimed to equip stakeholders with the technical knowledge and practical understanding necessary to address these challenges and support the development of the country’s offshore wind industry.
In her closing remarks, DOE Assistant Secretary Mandy Romero emphasized the importance of ensuring that energy development initiatives translate into tangible benefits for Filipino consumers.
“At the heart of our efforts is the need to provide Filipinos with reliable, sustainable, and accessible energy,” Romero said.
The DOE said the training also provided an opportunity to strengthen coordination and partnerships among stakeholders involved in offshore wind development.
By improving technical expertise and institutional preparedness, the department aims to establish a stronger foundation for advancing offshore wind projects across the country.
Offshore wind energy is among the renewable energy resources being explored to expand the Philippines’ power generation capacity and reduce reliance on conventional energy sources.
The DOE noted that developing the sector could also create opportunities for local industries and communities, particularly in infrastructure development, maritime services and related economic activities.
The department reiterated its commitment to strengthening the country’s energy security through a more diversified and sustainable energy mix.
The training forms part of continuing efforts to prepare the Philippines for offshore wind development while supporting the government’s broader objective of providing reliable and accessible electricity to Filipino households and businesses.
