Malampaya Phase 4 boosts Philippine energy security with 222 billion cubic feet of natural gas

BATANGAS CITY, Philippines — President Ferdinand Marcos Jr. led the ceremonial first gas activation of the Malampaya Phase 4 (MP4) Project on November 5, 2026, marking a significant development in the government’s efforts to strengthen domestic energy production and reduce dependence on imported fuel.

The ceremony, held at the Malampaya Onshore Gas Plant in Batangas City, highlighted the project’s contribution to extending the productive life of the Malampaya gas field and supporting the country’s long-term energy security.

According to government officials, the project is expected to add approximately 222 billion cubic feet of recoverable natural gas reserves, equivalent to an estimated 31.46 billion kilowatt-hours of electricity.

The projected energy output could theoretically meet the annual electricity requirements of approximately 13.11 million Filipino households, based on the estimates presented during the event.

The development comes as the Philippines continues to address challenges involving energy supply reliability, fluctuating global fuel prices and dependence on imported energy resources.

During the ceremony, Marcos emphasized the vulnerability of the country’s energy sector to geopolitical tensions, supply disruptions and international price volatility.

He noted that approximately half of the country’s energy supply comes from foreign sources, underscoring the importance of developing domestic energy resources.

The President said expanding local natural gas production would help strengthen the country’s capacity to meet growing electricity demand while reducing exposure to external supply risks.

The Malampaya project supplies natural gas through offshore production facilities and an onshore processing plant in Batangas, supporting gas-fired power plants that serve the Luzon electricity grid.

The Department of Energy (DOE) said continued exploration and development of additional gas resources remain important to sustaining domestic production and potentially expanding natural gas availability to other areas.

Malampaya Phase 4 involves the drilling of two deepwater wells and the installation of subsea infrastructure connecting the new wells to the existing Malampaya production platform.

The development represents the country’s first offshore drilling campaign in more than a decade.

The project is intended to maintain natural gas production from the Malampaya field, which has played a major role in supplying fuel to power generation facilities in Luzon.

Government officials emphasized that sustaining domestic gas production is essential to improving energy reliability, supporting economic activity and meeting the country’s increasing electricity requirements.

The administration also reiterated its commitment to pursuing additional energy exploration projects and infrastructure investments to diversify the country’s energy sources.

The Malampaya Phase 4 development forms part of broader efforts to strengthen Philippine energy independence and provide a more stable domestic fuel supply amid uncertainties in international energy markets.
