
The House of Representatives received the proposed Php 7.2-trillion government spending plan for 2027 from Malacañang on Tuesday, setting the stage for congressional deliberations on the allocation of public funds.
The National Expenditure Program, prepared by the Department of Budget and Management, will undergo scrutiny by the House committee on appropriations through hearings involving government departments and agencies.
The proposed spending plan is Php 407 billion higher than the Php 6.793-trillion budget for 2026, representing an increase of about 6 percent.
President Ferdinand Marcos Jr. had earlier proposed a Php 7.2-trillion spending ceiling for 2027 as Congress began its second regular session.
The Cabinet approved the proposed expenditure program on July 10 before its submission to lawmakers.
Malacañang earlier said the spending priorities included education, healthcare, livelihood programs, security and initiatives aimed at strengthening communities.
Under the budget process, the House and Senate will separately examine the administration’s proposal before reconciling their versions into a General Appropriations Bill.
The final measure will be submitted to the President for approval and, once signed, will become the General Appropriations Act governing government spending for 2027.
