The Land Transportation Franchising and Regulatory Board (LTFRB) said TNVS operators with valid Certificates of Public Convenience (CPCs) no longer need to apply for franchise renewal after the automatic conversion of their permits into Authority to Operate Certificates (ATOCs).
The agency said the policy was adopted in line with President Ferdinand Marcos Jr.’s directive to simplify government transactions and improve ease of doing business.
LTFRB Chairperson Vigor Mendoza said Memorandum Circular No. 2026-049 extended the validity of TNVS operating authority to five years under the ATOC system.
The circular automatically converted all valid and existing TNVS CPCs into ATOCs, removing the need to file renewal applications or motions for conversion.
The LTFRB said the policy also covers authorized non internal combustion engine TNVS units whose CPCs remain valid under the circular.
Operators who need a formal copy of their ATOC may file a manifestation with the LTFRB Legal Division or the appropriate Regional Franchising and Regulatory Office. No filing fee is required.
The board clarified that CPCs that had already expired, or were canceled, revoked, suspended or no longer valid before the circular took effect, are not covered by the automatic conversion.
The LTFRB said the policy aims to simplify transactions for TNVS operators while ensuring continuous public transport service.
