The Provincial Government of La Union (PGLU) has begun developing a three-year digital transformation master plan aimed at modernizing government operations and improving public service delivery across the province.
The provincial government convened its Information Systems Strategic Plan (ISSP) Steering Committee and Technical Working Group for a one-day orientation, planning session, and workshop on October 15, 2026, at J&V Hotel and Resort in Sevilla, San Fernando City, La Union.
The activity focused on establishing a comprehensive digital transformation roadmap that would guide the province in upgrading its information technology systems, strengthening cybersecurity, and improving the efficiency of government services.
Representatives from all provincial departments, work units, and district hospitals participated in the workshop to identify their respective technological needs and operational requirements.
Participants assessed existing IT infrastructure, identified proposed information system requirements, and developed a budget matrix covering hardware, software, network systems, cybersecurity measures, and personnel capacity-building programs.
The planning process also sought to ensure that future technology investments would address the operational needs of provincial offices and healthcare facilities.
Guided by Executive Order No. 14, series of 2026, the initiative aims to align La Union’s digital development priorities with national government standards and information systems planning requirements.
The proposed three-year master plan is expected to serve as a framework for the province’s technology investments and digital modernization initiatives.
Through the initiative, the provincial government seeks to strengthen information management, enhance interdepartmental coordination, and establish more efficient and accessible public services for residents of La Union.
