A total of 464 learners completed the Alternative Learning System in Ilocos Norte on Thursday, giving out-of-school youth and adults another chance to finish basic education.
The graduates completed either the elementary or secondary level through the Department of Education program, which offers flexible learning to those who left formal schooling because of financial difficulties, work or family responsibilities.
At the graduation rites in Dingras, Schools Division Superintendent Donato Balderas Jr. praised the completers for their perseverance and urged them to pursue college, technical-vocational training or employment.
Dingras Mayor Joemelle Ernesti Saguid-Go Sy said the program showed that education had no age limit. She also pledged continued support for initiatives that widen access to learning and improve residents’ quality of life.
Among the graduates was 36-year-old Romelyn Andres, who completed junior high school at the Cabulalaan Community Learning Center. She said earning her diploma proved that age should not stop anyone from continuing their education.
The ALS program serves vulnerable and marginalized learners through flexible, community-based instruction and allows them to earn qualifications equivalent to formal elementary and junior high school education.
The provincial government, meanwhile, supports about 2,000 scholars through more than Php 63 million in funding this year for degree and technical-vocational programs.
Proposed changes to the Ilocos Norte Scholarship Program include additional slots and support for priority courses such as Psychology, Dentistry and Veterinary Medicine. The province also approved additional funding to help more students complete their education and prepare for employment.
