Senate Deputy Majority Leader Risa Hontiveros on Wednesday raised concerns over a contractor’s continued refusal to turn over documents linked to the alleged flood control scam, saying the delay could be meant to shield key details or individuals.
Speaking at a Kapihan sa Senado forum, Hontiveros questioned why contractor Pacifico “Curlee” Discaya has yet to submit a ledger covering projects and transactions from 2016 to 2022, despite earlier commitments to cooperate with the Senate inquiry.
The senator noted that records from 2022 to 2025 were promptly provided, but said these documents represent only a fraction of the transactions being examined by the Senate Blue Ribbon Committee.
Hontiveros stressed that the alleged anomalies did not involve only the early years of the current administration, pointing out that the previous six-year period must also be scrutinized to establish the full scope of the controversy.
She added that the Blue Ribbon Committee has already issued a subpoena for the ledger, warning that continued noncompliance could place those withholding the documents in violation of Senate orders.
Despite the delay, Hontiveros said she remains hopeful that the committee leadership will resolve the issue, citing assurances from Senate President Pro Tempore Panfilo Lacson that steps would be taken to secure the records.
The senator recalled that Discaya had initially agreed to submit the ledger but later cited various reasons for the delay, at one point shifting responsibility to the Department of Public Works and Highways (DPWH), a move she said raised further questions.
