Guarding against hiring fraud as the Philippine job market grows

The Philippine job market is entering a new phase of growth and optimism. Jobstreet’s Hiring, Compensation, and Benefits Report 2025 reveals that nearly half (44%) of employers and HR professionals expect stronger hiring activity in the second half of 2025 compared to last year—clear proof that businesses are preparing to expand their teams.

This wave of hiring signals opportunity: new roles, fresh talent, and stronger business growth. But rapid expansion also comes with risk. When speed overtakes scrutiny, fraudulent job applications can slip into the system—leaving companies vulnerable to costly mistakes.

Fraudulent applications on the rise
Globally, workplace fraud is a serious issue. According to the Association of Certified Fraud Examiners (ACFE), organizations lose an estimated 5% of annual revenue to fraud. In the Philippines’ fast-moving labor market, even a single case of falsified credentials can lead to wasted investments, lower productivity, and reputational damage.

“While the Philippine job market continues to thrive, so does the risk of encountering fraudulent applications. Falsifying credentials is a deception that directly affects a business,” explains Ivy Ramirez, CIBI’s vice president for Service and Industrials (S&I). “Beyond immediate financial losses, fraudulent activity can undermine productivity, erode workplace trust, and damage a company’s reputation. Proactive verification is an essential step to protect both businesses and the integrity of the workforce.”

Today’s fraudulent tactics go far beyond simple résumé padding. Some candidates exaggerate their work experience, claim degrees they never earned, or even assume false identities. These deceptions can have ripple effects—placing underqualified employees in sensitive roles, creating compliance risks, and exposing businesses to external liabilities.

Why stronger safeguards are needed
Traditional background checks and job interviews are no longer enough to protect against increasingly sophisticated forms of application fraud. Employers need robust systems that can verify qualifications quickly and accurately, ensuring that hiring decisions are grounded in facts, not fabrications.

At the same time, stronger safeguards protect not just companies, but also honest job seekers. In a recruitment environment plagued by fake credentials, qualified candidates risk being overlooked or mistrusted. A fair, transparent system levels the playing field—building trust between employer and employee from day one.

As Pia Arellano, president and CEO of CIBI, points out: “Growth is important, but it must go hand in hand with integrity. By embedding proactive verification into hiring, businesses protect themselves, their people, and ultimately the strength of the country’s labor market. Integrity in hiring is more than just a business process; it’s a public service.”
