Future-proofing Philippine infrastructure

The gridlock on Metro Manila’s main thoroughfares, worsened by seasonal downpours, highlights a growing crisis in the Philippines: its aging infrastructure.

During rush hour, thousands of vehicles and commuters were left stranded for hours in the relentless rain. As I sit stuck in traffic, I can’t help but wonder: What happened to the new roads and flood drainage systems the government had promised? With the city’s infrastructure clearly under strain, it’s hard not to question the progress.

Despite significant government efforts, including major infrastructure initiatives like Duterte’s “Build, Build, Build” and Marcos’ “Build Better More,” the Philippines’ infrastructure is struggling to keep pace with the demands of its growing population. Roads and bridges continue to deteriorate, transportation systems remain inadequate, and essential public services such as water and sewage are increasingly overburdened—resulting in inefficiencies that add pressure to the economy.

Metro Manila’s chronic traffic congestion is a prime example. The roads are not only poorly maintained, with frequent constructions and haphazard digging exacerbating the problem, but the public transport system also remains underdeveloped. This is compounded by aging pipelines and outdated sewer systems that fail to keep up with the growing demands of the urban population. As infrastructure struggles to cope, residents face the double threat of environmental hazards and deteriorating public health.

According to the World Economic Forum’s 2019 Global Competitiveness Report, the Philippines ranks poorly in transportation infrastructure. It has one of the lowest railroad densities in Southeast Asia, with many commuters forced to stand for long periods in overcrowded trains and buses.

Water supply issues are similarly pervasive, especially in urban areas like Metro Manila, where inconsistent access to water is a common problem. Additionally, wastewater treatment faciliies are under pressure, causing pollution and health risks, as seen with the Pasig River’s untreated sewage.

The challenges of aging infrastructure go beyond traffic and service shortages. Many older buildings, poorly equipped to withstand natural disasters like earthquakes, pose significant risks to lives and property. A prime example is the Department of Foreign Affairs (DFA) building on Roxas Boulevard. This 52-year-old structure faces several issues. Its deteriorating facade, outdated equipment (including transformers and generators), and cramped spaces contribute to its growing challenges. Additionally, the building sits on unstable silty and sandy soil, making it particularly vulnerable to liquefaction during an earthquake.

Moreover, political interference and corruption continue to stall infrastructure projects, delaying much-needed upgrades and expansions. For instance, the MRT-7 project, a major rail transit initiative that has undergone numerous changes from its original design, faced years of delays due to land acquisition issues, further hindering progress in improving the country’s transportation network.

Despite these obstacles, solutions exist. Prioritizing spending based on critical needs, implementing transparent project management, and adopting innovative technologies could help address the nation’s infrastructure woes.

For example, smart traffic monitoring systems could help ease congestion, while sustainable practices like green roofs and permeable pavement could alleviate the strain on aging sewer systems.

Modern technologies like digital twins are offering innovative solutions to “future-proof” infrastructure. These technologies optimize resource use, detect issues quickly, and improve energy efficiency. Digital twins also accelerate the transition to sustainable infrastructure, extend asset lifecycles, and promote resilience against climate change.

In transportation, advanced simulation software helps optimize pedestrian flow and multimodal systems, easing congestion. Similarly, data-driven solutions in water management, such as energy-efficient pump optimization, significantly cut utility costs. For instance, Maynilad’s implementation of digital twin technology not only enhanced water pressure control but also achieved a 13% reduction in energy consumption.

Building on this, the NLEx-SLEx Connector Road and Metro Manila Subway projects highlight the transformative potential of digital twin technology. The NLEx-SLEx project streamlined travel times and cut carbon emissions, while the Metro Manila Subway team leveraged BIM and digital twins to enhance collaboration and ensure cost-effective project delivery.

To sustain economic growth and enhance the quality of life for its citizens, the Philippines must prioritize the modernization of its infrastructure. It’s encouraging that both the previous and current administrations have recognized this need.

By prioritizing strategic investments, ensuring accountability, and fostering effective collaborations, the country can build resilient, sustainable systems that support urban expansion and secure a prosperous future for generations to come.
