The Department of Social Welfare and Development (DSWD) Field Office Caraga, through its KALAHI-CIDSS Program, conducted a two-day Community Procurement and Infrastructure Division (CPID) Technical Session on October 29–30, 2026, at the DPWH View Deck in Barangay Gata, San Agustin, Surigao del Sur.
The activity aimed to enhance the technical capabilities of field implementers, particularly Technical Facilitators, in preparing, assessing, and providing guidance for community infrastructure sub-projects in accordance with the standards and requirements of the National Program Management Office (NPMO).
During the first day, participants discussed PCRP reportorial updates, Stage 2 implementation activities, and market scoping processes. A workshop was also conducted to help Technical Facilitators apply the concepts to actual project implementation requirements. Participants further joined a learning visit to a Bulk Water Supply facility to gain practical knowledge of water system infrastructure.
The second day focused on technical guidelines for various infrastructure projects, including rural water systems, roads, bridges, drainage canals, slope and coastal protection structures, and social infrastructure buildings.
Discussions also covered the preparation of technical plans, detailed cost estimates, bills of quantities, construction and manpower schedules, and programs of work. Other topics included nature-based solutions, environmental and social risk management, required permits and licenses, and quality assurance and quality control standards.
Through the initiative, DSWD Caraga aims to promote consistent project preparation, strengthen compliance with established technical standards, and equip field implementers with the necessary knowledge to provide effective technical assistance to communities and local government partners under the KALAHI-CIDSS Program.
