DPWH flags stalled Bicol projects, eyes rebidding

Public Works Secretary Vince Dizon expressed concern over several delayed and unfinished infrastructure projects in the Bicol Region, including those linked to controversial contractors.

During an inspection of the Malabog Flyover, Dizon noted that construction, which started in 2021, appeared abandoned, with large concrete posts standing as remnants of the stalled project.

“Clearly pinabayaan, obvious naman. Inabando na,” Dizon said.

Only about 12 percent of the planned 700-meter flyover was completed despite a P159-million allocation, he said.

The project was undertaken by HI-TONE Construction and Development Corp. and Alpha and Omega General Contractor and Development Corp., companies reported to be among contractors that cornered a significant share of flood control projects nationwide.

“Malaking problema talaga itong dinadanas natin dito sa Bicol kasi andaming Sunwest, andaming HI-TONE na nandito—na alam natin hindi na pwedeng mangontrata ang Sunwest at HI-TONE dahil may mga kaso na,” Dizon said.

He said the unfinished flyover would be rebid to new contractors in February, while also raising concerns over delays in the P3.5-billion Bicol Regional Medical Center in Daraga, Albay, ordering contractors to be summoned and repairs and related projects in the region to be fast-tracked.
