DOTr earns clean COA opinion after three decades

The Department of Transportation (DOTr) secured an unmodified audit opinion from the Commission on Audit for its 2025 financial statements, marking its first such rating in more than 30 years.

The agency announced the result on Thursday and credited the improvement to reforms carried out under Transportation Secretary Giovanni Lopez.

An unmodified opinion is issued when auditors find that an agency’s financial statements were prepared fairly and followed the required government accounting standards.

The audit covered the DOTr’s consolidated financial records for fiscal year 2025, including transactions involving its central office and attached agencies.

The department said the rating reflected stronger financial controls and more disciplined management of public funds.

It added that the result demonstrated its efforts to ensure that budget allocations were properly directed toward transport infrastructure and other priority programs.

As one of the government’s biggest spending agencies, the DOTr handles substantial funding for railways, airports, seaports, roads and other mobility projects.

The agency said the favorable audit opinion reinforced its responsibility to use public resources transparently and maintain the trust placed in it by the government and taxpayers.
