DOJ to resolve initial alleged anomalous flood control cases next week

The Department of Justice (DOJ) is set to issue resolutions next week on several complaints involving the alleged multi-billion peso flood control project scam, Prosecutor General Richard Anthony Fadullon announced Saturday.

Speaking at a news briefing, Fadullon confirmed that the cases pending for resolution include those filed in early December 2025 against private contractors SYMS Construction and Topnotch Catalyst Builders, Inc.

Fadullon explained that while multiple cases are being handled, they are being resolved at different intervals based on their filing dates.

“The reason the resolutions are not being released simultaneously is that the cases were filed at different times,” Fadullon told reporters in Filipino. 

“We must follow the legal timelines based on when the complaints were officially submitted to the department.”

The announcement follows recent developments in the massive corruption probe, which involves allegations of “ghost” infrastructure projects and kickbacks. 

Earlier this week, the DOJ confirmed that four key individuals—including former DPWH officials and a contractor—have been admitted into the Witness Protection Program (WPP) as state witnesses. 

These witnesses have already returned a combined ₱316 million to the National Treasury as part of a ₱1.5 billion restitution agreement.

Fadullon also noted that other related cases have already been forwarded to the Office of the Ombudsman for potential prosecution before the Sandiganbayan, the country’s anti-graft court.

The flood control controversy gained national attention in mid-2025 after a series of congressional hearings revealed that roughly 18% of the government’s ₱545 billion flood mitigation budget was allegedly cornered by a small group of contractors, despite many projects remaining unfinished or non-existent.
