The Department of Human Settlements and Urban Development (DHSUD) and the Department of Economy, Planning, and Development (DEPDev) have issued the implementing rules for a joint circular updating the price ceiling for socialized housing projects.

The Implementing Rules and Regulations of Joint Memorandum Circular No. 2025-001 were signed by DHSUD Secretary Jose Ramon Aliling and DEPDev Secretary Arsenio Balisacan, formalizing the revised ceilings released earlier this month.

Officials said the rules institutionalize the updated pricing framework and provide guidance for the implementation of socialized housing projects.

Under the IRR, the maximum selling price for socialized subdivision or horizontal housing projects is set at P950,000.

For socialized condominium or other vertical housing developments, the ceiling is set at up to P1.8 million.

The departments said the adjustments reflect prevailing construction and development conditions.

Aliling said the issuance of the IRR was intended to reduce uncertainty and ensure consistent implementation of housing policies.

The IRR also outlines the respective responsibilities of concerned agencies and strengthens coordination, monitoring, and compliance mechanisms.

Officials said the revised price ceiling is expected to support continued participation of private developers in socialized housing projects.

DHSUD and DEPDev said the issuance of the IRR closes the year with updated policy guidance for the socialized housing sector.
