Customs Commissioner Ariel Nepomuceno has ordered the relief of Paul Oliver Pacunayen, head of the Customs Intelligence and Investigation Service (CIIS) Field Station in Manila, following allegations of misconduct and irregularities.
The action came after several Bureau of Customs (BOC) employees and stakeholders raised concerns over possible weaknesses in monitoring illegal shipments and gaps in revenue collection at key ports.
Nepomuceno said the agency is committed to strict governance and reform, emphasizing that any confirmed violations of the law or ethical standards would be addressed.
“We will ensure due process and hold accountable anyone found responsible,” he said, noting that a formal announcement will follow once the investigation is complete.
The complaint also named CIIS Director III Thomas Narcise, Putatan Barangay Chairman Gerry Teves, and Philippine Coast Guard Capt. Jimmy Oliver Vingño, though the Customs chief did not indicate any personnel actions against them.
Stakeholders alleged that unlawful payments and smuggling activities involving drugs, cigarettes, and other goods contributed to revenue shortfalls, while enforcement against illegal drugs remained insufficient.
The agency said it will continue reviewing its operations and strengthening oversight to prevent lapses and ensure compliance with legal and ethical guidelines.
