China urges US to take fair approach on trade deal implementation

China calls on the United States to view the implementation of the China-U.S. phase-one economic and trade agreement objectively and rationally, the Chinese Ministry of Commerce said Wednesday.

The ministry also urged the U.S. to avoid shifting blame or using China as a pretext to create friction between the two countries.

The statement followed comments by U.S. Trade Representative Jamieson Greer, who said Washington will continue its Section 301 investigation into China’s compliance with the trade agreement and may impose tariff measures.

China warned that if the United States proceeds with the investigation or imposes tariffs under its guise, Beijing will take all necessary steps to protect its rights and interests.

The ministry said China has worked to implement the agreement since early 2020, overcoming challenges such as the pandemic, supply chain disruptions, and a global economic slowdown.

China said it has met commitments on intellectual property protection, opened financial and agricultural markets, and promoted trade cooperation as agreed.

The ministry criticized the U.S. for tightening export controls on China, restricting bilateral investment, and imposing measures that disrupt normal trade, saying these actions undermine the spirit of the agreement.

China said both sides have held multiple rounds of consultations since last year, reaching agreements on tariff suspensions, agricultural trade, export controls, and investment restrictions, and expressed willingness to continue working through bilateral mechanisms to implement mutually agreed outcomes.
