Vietnam, Singapore elevate ties to comprehensive strategic Partnership

Vietnam and Singapore have officially upgraded their relationship to a comprehensive strategic partnership, following a state visit by Vietnamese Communist Party General Secretary To Lam to the city-state last week.

Lam, Vietnam’s most powerful political figure, held talks with Singaporean Prime Minister Lawrence Wong and other senior officials, discussing stronger cooperation in economic development, security, green growth, and regional stability.

During the visit, both sides signed multiple agreements covering areas such as undersea cable infrastructure, digital connectivity, and cross-border data flows. They also emphasized collaboration in green development, industrial park expansion, and maintaining peace in the region, according to a joint statement.

Singapore invested over $10 billion in Vietnam in 2023, making it one of the top foreign investors and accounting for 27% of Vietnam’s total foreign direct investment. Bilateral trade between the two ASEAN members reached $23.5 billion, a 9.5% increase from the previous year.

Experts view the upgraded partnership as part of Vietnam’s broader diplomatic strategy to deepen regional ties amid global geopolitical uncertainty, particularly in response to the shifting policies of the United States under President Donald Trump.

“Singapore offers investments and technological advancements in digital transformation and green transition,” said Bich Tran, a fellow at the Lee Kuan Yew School of Public Diplomacy.

Political analysts also noted Singapore’s interest in strengthening Vietnam’s defense capabilities, especially amid rising tensions in the South China Sea.

“Singapore clearly wants to see Vietnam develop economically to support a more robust military that can withstand Chinese bullying,” said Zachary Abuza, a professor at the U.S. National War College.

Lam’s visit marks another step in Vietnam’s “bamboo diplomacy,” a balancing strategy to engage with various global powers while reinforcing ties with regional neighbors such as Indonesia, Japan, and South Korea, with whom it has also formed comprehensive strategic partnerships in recent years.
