Two low-pressure areas and the southwest monsoon were forecast to bring heavy rain over several parts of the country on Tuesday, Pagasa said.
As of 3 a.m., the remnant low of former Tropical Depression Luis was located near Baggao, Cagayan, while another LPA was spotted off Balaoan, La Union.
Pagasa said both weather disturbances had a low to very low chance of developing into tropical cyclones within 24 hours but would continue to affect Northern and Central Luzon.
An orange rainfall warning was raised over Zambales and Bataan, where 100 to 200 millimeters of rain was forecast.
Benguet, Ilocos Sur, La Union, Pangasinan, Ifugao, Mountain Province, Tarlac, Nueva Vizcaya, Nueva Ecija and Pampanga were placed under a yellow warning, indicating 50 to 100 millimeters of rain.
The southwest monsoon, meanwhile, was expected to bring rain over Metro Manila, Bulacan, Cavite and Occidental Mindoro, which were also placed under a yellow warning.
Typhoon Dolphin remained outside the Philippine area of responsibility, about 2,330 kilometers east northeast of Extreme Northern Luzon, and was moving westward at 25 kilometers per hour.
Pagasa said Dolphin was unlikely to make landfall or directly affect the country, although it could enter the PAR and further enhance the southwest monsoon, bringing more rain to western sections of the Philippines.
