Defense Secretary Gilberto Teodoro Jr. said Thursday the Philippines needs an “expeditionary navy” capable of operating beyond the country’s shores to help protect Filipino merchant vessels and seafarers on the high seas.
Speaking at the 3rd Balangay Forum in Makati City, Teodoro said such a capability would allow the Philippine Navy to operate alongside partner countries in safeguarding Filipino ships and crews, particularly as the country seeks to expand its merchant shipping fleet.
An expeditionary navy generally refers to a naval force capable of deploying and sustaining operations far from its home bases.
Teodoro said maritime security should be viewed not only in commercial terms but also as part of the country’s strategic resilience and ability to protect supply chains, citing lessons from disruptions during the Covid-19 pandemic.
He also argued that a credible defense capability is necessary for the government to enforce Philippine laws and uphold international commitments.
The defense chief said the Armed Forces of the Philippines is being developed to operate with law enforcement agencies in a sustainable and logistically supported manner to enforce national laws and obligations under international agreements.
Teodoro said the Philippines should have the capability to back up the principles and maritime norms it supports, particularly as the international security environment becomes increasingly competitive.
His remarks come as the government continues efforts to strengthen maritime defense capabilities and protect Filipino seafarers and international shipping routes. Earlier this month, Teodoro also said the Philippines should contribute to securing maritime supply chains and freedom of navigation under international law.
