
A dramatic rise in AI-powered synthetic identity fraud is reshaping the fraud landscape in the Philippines, according to new internal data from global verification provider Sumsub. Synthetic identity document fraud — which uses artificial intelligence to create realistic fake IDs — has soared by 291% year-on-year, far outpacing the Asia-Pacific average of 233% and placing the country among the top four globally for such attacks.
The overall fraud rate in the Philippines also jumped by 69% in Q1 2025 compared to the same period in 2024, making it the second most targeted market in APAC after China, which saw a 107% spike.
Unlike traditional methods that rely on forged or stolen documents, synthetic ID fraud leverages AI and machine learning to create entirely new identities by blending real and fake data. These digital personas can easily slip past standard verification systems, posing a major challenge to industries reliant on digital trust.
While synthetic fraud is on the rise, traditional fraud tactics are declining. Biometric spoofing incidents dropped 68%, and document forgery fell by 7%, signaling the success of conventional detection technologies. But fraudsters are adapting fast — shifting to more complex and deceptive AI-driven methods that demand smarter defenses.
“The Philippines is a key growth hub in Southeast Asia, but this rapid rise in synthetic identity fraud reflects the evolving threat landscape,” said Penny Chai, vice president for APAC at Sumsub. “AI-generated documents are becoming increasingly advanced, and legacy systems can no longer keep up. Businesses that adopt adaptive, multi-layered verification now will be best positioned to thrive in this expanding digital economy.”
The fintech sector continues to grapple with fraud, but traditional finance isn’t immune either — seeing a 78% year-on-year increase in fraud cases across the region. This escalation comes at a time when the Philippine banking industry expects strong growth, with the Bangko Sentral ng Pilipinas forecasting double-digit gains in loans, assets, and income over the next two years.
To address these threats, strengthening digital verification systems is becoming crucial. Sumsub has partnered with Nexus Technologies to provide Philippine businesses access to advanced identity verification tools that align with local regulations.
