
The Philippine shipbuilding and ship repair (SBSR) industry is setting sail toward a stronger future. Forty-five key stakeholders from Luzon and the Visayas have come together to sign a Manifesto of Support for the long-awaited SBSR Twin Bills — the SBSR Development Bill and the SBSR Fiscal Incentives Bill.
The signing, held during the Shipyard Owners and Associations Stakeholders’ Forum in Manila, marked more than just a ceremonial pledge. It was a powerful show of unity from shipyard owners, maritime groups, and allied industries who are determined to anchor the sector’s growth on firm legislative support.
At the heart of the proposed measures is a clear vision: to transform the Philippines into a global leader in shipbuilding and ship repair. The SBSR Development Bill lays down a policy framework to modernize infrastructure, embrace new technologies, and upskill the maritime workforce. Its counterpart, the SBSR Fiscal Incentives Bill, aims to attract major investments that can unlock fresh opportunities for the industry.
If passed into law, the twin bills are expected to create thousands of quality jobs, fuel regional economies, and position the Philippines as a competitive hub in the global maritime industry.
MARINA Administrator Sonia Malaluan hailed the united front shown by the industry, stressing that the overwhelming support sends a strong message to lawmakers.
“This call from our industry partners reflects our shared commitment to steer the SBSR sector toward innovation, resilience, and sustainable growth,” Malaluan said.
For the country’s shipbuilders, the push for the twin bills is not just about legislation — it’s about securing a future where the Philippines doesn’t just keep afloat, but leads on the world stage.
