Samal welcomes new power distributor to stabilize supply

Officials in the Island Garden City of Samal (IGACOS), Davao del Norte, said the entry of Davao Light Power and Company Inc. (DLPC) is expected to improve electricity service and support local economic activity.

The power distribution system in IGACOS shifted to new management following the implementation of a writ of possession on Wednesday.

The transfer followed an order by the Regional Trial Court Branch 4 in Panabo City, which placed Northern Davao Electric Cooperative’s (Nordeco) distribution assets under DLPC’s control.

Mayor Lemuel Reyes said inconsistent power supply had previously discouraged investors from starting businesses on the island. He added that he plans to inform interested investors, including malls and a hospital, about the change in distribution.

Vice Mayor Richard Guindulman said DLPC’s entry is expected to benefit households and commercial establishments that had experienced service issues under the previous distributor. He noted that stable electricity is particularly important for resorts, a major part of the local economy.

Guindulman added that resort operators have long raised concerns about power interruptions and welcomed the transition to DLPC. Residents are hopeful that more reliable service could encourage further development on the island.

By the writ dated January 27, 2026, Nordeco’s distribution assets, including poles, lines, substations, meters, transformers, and related facilities, were formally handed over to DLPC.

Under Republic Act 12144, DLPC’s franchise now includes additional areas in Davao del Norte, including Samal, and Davao de Oro, giving the company authority to manage the island’s electricity network. Before this expansion, DLPC served Davao City and parts of Davao del Norte, including Panabo City, Carmen, Braulio E. Dujali, and Santo Tomas.
