PNP cracks down on loud mufflers following New Year complaints

The Philippine National Police (PNP) has launched a nationwide campaign against modified “open-pipe” mufflers, citing their role in excessive noise pollution and public disturbance during the recent New Year celebrations.

Acting PNP Chief Lt. Gen. Jose Melencio Nartatez Jr. issued a directive on Monday to the Highway Patrol Group (HPG) and all regional police offices to strictly enforce laws and local ordinances against illegal vehicle modifications.

The move comes after reports surfaced of motorists using loud mufflers to create noise during the holiday revelry, a practice the PNP chief described as a matter of public safety rather than just a simple traffic violation.

“We view open pipes not just as a traffic issue but as a public safety and public order concern,” Nartatez said in a statement. 

“These are so noisy that they disturb communities, especially in residential areas, hospitals, and schools.”

Under the new directive, police units are tasked with expanding enforcement efforts to promote road discipline. 

The crackdown will target motorcycles and other vehicles equipped with sound boosters or modified exhaust systems that exceed national noise standards.

In addition to national regulations, several local government units have already begun implementing their own measures. 

In Metro Manila, the Muntinlupa Traffic Management Bureau has started confiscating modified mufflers, citing the Metro Manila Traffic Code of 2023, which carries a ₱2,000 fine. 

Similarly, the Laoag City Police in Ilocos Norte recently intensified its anti-nuisance ordinance, banning any vehicle emitting noise levels above 90 decibels.

The PNP chief emphasized that the goal of the operation is to ensure quieter and safer streets. Authorities are also expected to coordinate with the Land Transportation Office (LTO) to ensure that vehicles with illegal modifications fail annual registration inspections.

Motorists found in violation of these regulations face fines, the confiscation of illegal parts, and potential license suspension depending on the severity of the offense and local ordinances.
