PNP Chief demonstrates 5-Minute emergency response system

Philippine National Police (PNP) chief Gen. Nicolas Torre III showcased the police force’s 5-minute emergency response capability to President Ferdinand Marcos Jr. during the 124th Police Service Anniversary Celebration at the PNP headquarters in Camp Crame, Quezon City, on Tuesday.

During his visit to the PNP Command Center (PCC), President Marcos was briefed on the Police Response Time system, where Torre demonstrated how police units respond to 911 emergency calls nationwide through the 40-member PNP 911 Emergency Response Team.

Torre instructed the Trece Martires City Police Station in Cavite to deploy a unit to the city hall, which served as the alarm location for the demonstration. He explained the use of real-time maps, live monitoring systems, and GPS-integrated tools that enable police to track incidents as they occur, thereby reducing response time and ensuring prompt action.

“The public no longer needs to look for a police officer on the street, as the system is now fully equipped to provide immediate assistance anytime, anywhere,” Torre stated. He reported that approximately 60 percent, or more than 10.5 million, of the 911 emergency calls from August 2024 to June 2025 have been successfully handled.

“Since the launch of our revitalized PNP emergency 911 command center on August 8, 2024, we have received over 17.5 million calls, and more than 10.5 million, or 60.34 percent, have been successfully processed,” Torre said during his speech at the anniversary event.

From June 2 to August 10, 2025, Torre revealed that they had already handled 3,574 calls to 911 requiring police assistance, with nearly 94 percent of responses occurring within 5 minutes. “That is more than nine calls out of 10, and as we mark our 124th year, the question before us is not what we have done but what more we can do,” he emphasized.

Torre called on every officer and personnel to embody the true spirit of public service, aiming to be a police force that the public not only respects but truly trusts. Under the 5-minute response policy, he mentioned that precincts without investigation functions were redeployed to enhance police presence at chokepoints, foot patrols, and mobile units.

“Through our national network of police stations and field units, the PNP is a vital lifeline in emergencies, ensuring that help reaches people at the very moment it is most urgently needed because in this fast-changing world, every second matters, and in the PNP, every second counts,” he added.

The demonstration also included drone-assisted operations and the use of body-worn cameras (BWCs), with 800 units capable of streaming live video. Torre presented recorded videos of police units executing arrest warrants during various operations nationwide.

Crime Rate Decline and Anti-Crime Operations

Torre reported a nationwide crime rate drop of 7.75 percent from August 2024 to June 2025, with a total of 177,735 incidents compared to 192,677 during the same period the previous year. “This significant decline clearly reflects the effectiveness of our intensified anti-criminality operations, especially our increased police presence across the country,” he stated.

From July 1, 2022, to August 10, 2025, PNP operatives conducted over 153,609 operations, resulting in the arrest of more than 190,568 individuals and the confiscation of illegal drugs valued at approximately PHP54.6 billion. “These achievements underscore our commitment to eradicating the scourge of drugs that threaten the future of our youth,” Torre noted.

He highlighted the PNP’s ongoing efforts to combat evolving crime, particularly in the digital space, and mentioned the dismantling of several human trafficking rings and the arrest of foreign nationals involved in high-level scams. The creation of the Joint Anti-Kidnapping Action Committee has further strengthened inter-agency coordination and operational response.

In response to the President’s call to combat disinformation, Torre announced the launch of the joint anti-fake news action committee in April 2025, ensuring that truth is safeguarded and disinformation is swiftly countered. He also mentioned the acquisition of state-of-the-art investigative tools, such as the 3D laser scanner from the United Nations Office on Drugs and Crime, to enhance crime scene reconstruction accuracy.

Over the past year, Torre reported that 3,413 personnel have been sanctioned, emphasizing that the trust of the public is vital for the institution. He reiterated the PNP’s commitment to swift response, visible presence, and unwavering service.

This year’s anniversary celebration also honored outstanding PNP uniformed and non-uniformed personnel and showcased eight new patrol vehicles.
