The Philippines is gaining global recognition as a welcoming destination for Muslim travelers, climbing four spots to rank 8th among the top 20 non-Organization of Islamic Cooperation (OIC) countries in the Global Muslim Travel Index (GMTI) 2025, published by Mastercard and CrescentRating. This marks a significant leap from its 12th place finish in 2024.

Department of Tourism (DOT) Secretary Christina Garcia Frasco hailed the country’s improved standing as a testament to its ongoing efforts to create inclusive, culturally sensitive tourism experiences.

“This recognition affirms our strong commitment to positioning the Philippines as a halal and Muslim-friendly destination,” Frasco said. “With our warm hospitality, diverse culture, and stunning natural wonders, we are proud to make every traveler—regardless of faith—feel at home.”

Frasco emphasized that promoting halal and Muslim-friendly tourism not only reflects inclusivity but also opens new markets and livelihood opportunities for Filipinos.

A destination of inclusion and innovation
In the GMTI 2025 foreword, CrescentRating and HalalTrip CEO Fazal Bahardeen praised the Philippines’ momentum alongside destinations like Hong Kong and Taiwan.

“The strides made by non-OIC countries like the Philippines show genuine commitment to building inclusive tourism ecosystems,” he said.

The Philippines earned a GMTI score of 53, up from 47 in 2024, thanks to strengthened efforts in providing halal-certified food options and Muslim-friendly facilities at tourist hotspots.

The report also highlights a global trend: 176 million Muslim travelers in 2024, a number expected to grow to 245 million by 2030, with spending projected to reach $230 billion—underscoring the importance of catering to this rapidly growing market.

Turning vision into reality
Under its National Tourism Development Plan (NTDP) 2023–2028, the DOT launched several initiatives to expand halal and Muslim-friendly tourism:

  1. Updated guidelines for Muslim-friendly accommodations (Memorandum Circular 2024-003)
  2. Recognition programs for hotels, restaurants, and travel sites
  3. Awareness campaigns and capacity-building for tourism stakeholders

Among its standout programs is SALAAM: The Halal Tourism and Trade Expo, as well as Marhaba Boracay, a Muslim-friendly cove designed for families in the iconic island destination.

A major milestone was reached with the DOT’s partnership with Megaworld Hotels & Resorts, making it the first hotel group in the Philippines to have all 13 of its properties officially recognized as 100% Muslim-Friendly Accommodation Establishments (MFAEs).

This achievement earned Megaworld the title of “Muslim-Friendly Hotel Chain of the Year” at the Halal in Travel Awards 2025 held in Singapore.

Raising the bar for Halal hospitality
Megaworld Hotels & Resorts impressed global tourism experts with their tailored amenities for Muslim guests, including:

  1. Qibla direction markers in rooms
  2. Prayer rugs on request
  3. Water-friendly toilets
  4. Nearby mosque listings
  5. Halal-certified breakfast menus and kitchens
  6. Separate prayer rooms for men and women
  7. Gender-separated spa facilities

These features, now rolled out across various properties, reflect the brand’s commitment to modesty, wellness, and religious observance.

The Philippines’ rise in the GMTI rankings is more than just a number—it’s a reflection of its evolving identity as a destination for everyone. By blending world-class natural attractions with purposeful inclusivity, the country is redefining what it means to travel with dignity and respect for all cultures and faiths.

As the global tourism landscape shifts toward inclusive, experience-driven travel, the Philippines is confidently stepping into the spotlight—welcoming the world, one traveler at a time.
