
According to the Canadian Embassy in Manila, the Philippines and Canada are moving toward finalizing a Status of Visiting Forces Agreement (SoVFA). Both nations expect its ratification by the end of 2025.
In a statement released on Monday, the embassy confirmed that the final steps to complete the agreement are underway, marking a significant step in deepening defense relations between the two countries.
This development follows the Memorandum of Understanding on Defence Cooperation, signed in January 2024, which has already increased defense engagements and joint training exercises.
Strengthening military cooperation
The Philippines has pursued defense agreements with multiple countries to enhance its military interoperability and preparedness for evolving security challenges.
According to Defense Secretary Gilberto Teodoro Jr., Manila is working on similar SoVFAs with New Zealand, France, and potentially other European nations, although he did not specify which ones.
“We hope to expedite negotiations with Canada and France. The Philippine armed forces need to train alongside other military forces as conflicts are constantly changing,” Teodoro said on February 4 during a defense-related event in Makati.
Canada’s commitment to regional security
Canada has expressed a strong interest in strengthening its security cooperation with the Philippines, particularly in counterterrorism and territorial defense.
Canadian Ambassador to Manila David Hartman reaffirmed this stance, emphasizing that Canada can be a “stalwart partner” in supporting the Philippines’ security and defense initiatives.
With defense partnerships expanding and negotiations moving forward, the upcoming SoVFA is expected to be crucial in enhancing regional security, military collaboration, and training opportunities between the two nations.
