Ph and Canada to enhance defense ties with VFA

The Philippines is poised to strengthen its defense cooperation with Canada following the successful conclusion of negotiations for the Status of Visiting Forces Agreement (SOVFA), the Canadian Embassy in Manila announced on Saturday.

Once in force, the agreement will enable the Armed Forces of the Philippines (AFP) and the Canadian Armed Forces to conduct joint training and operations in each other’s territories, further deepening military collaboration between the two nations.

In a statement, the Canadian Embassy hailed the agreement as a milestone that underscores the unwavering commitment of both countries to bolstering bilateral relations.

“This agreement will launch a new chapter in the Philippines-Canadian bilateral defense relationship – one that sees us working much more closely as trusted partners,” the embassy stated.

The deal builds on the Defense Cooperation Memorandum of Understanding signed in January 2024, reinforcing the growing security ties between Manila and Ottawa.

Strengthening security in the Indo-Pacific
Canada’s Minister of National Defense, Bill Blair, described the agreement as a “significant milestone” in the broader Philippines-Canada partnership, which marked its 75th anniversary in 2024.

“In these turbulent times, Canada stands with friends and partners like the Philippines to uphold peace, stability, and respect for international law,” the embassy added.

On March 7, the Philippines’ Department of National Defense (DND) and Canada’s Department of National Defense formally announced the conclusion of SOVFA negotiations. The DND expressed optimism about the agreement’s role in fostering regional stability and cooperation, particularly in the Indo-Pacific region.

The SOVFA deal with Canada follows the ratification of the Reciprocal Access Agreement with Japan last year and the recent conclusion of similar negotiations with New Zealand last month, signaling the Philippines’ ongoing efforts to expand its security partnerships.
