Petition warns SC of BARMM election risks

A filing before the Supreme Court raised concerns that recent policies on districting and party participation could affect voter representation in the Bangsamoro Autonomous Region in Muslim Mindanao.

The manifestation was submitted by Sultan Alim Saad Amate and Maulana Mamutuk while a separate petition questioning Bangsamoro Autonomy Act No. 86 and a provision of Bangsamoro Autonomy Act No. 88 remained pending.

The group warned that poorly defined districts could weaken representation, especially in areas such as Marawi City and Lanao del Sur, where voters may be disadvantaged even before the elections begin.

They also questioned a rule requiring existing political parties to undergo another round of registration, saying this could limit participation.

In their filing, the petitioners argued that the newer measure may repeat issues earlier identified by the High Court when it invalidated a previous version and required revisions by October 31, 2025.

They said the deadline had not been met and claimed the updated law still carried flaws that could affect how districts were drawn.

The contested laws cover the allocation of parliamentary district seats and the mode of electing representatives through a direct plurality system for the region’s first regular parliamentary polls.

The petitioners urged the Commission on Elections to resolve pending party-related concerns before the May 7 filing deadline, stressing that the first parliamentary vote in the region should proceed without doubts over fairness and inclusiveness.
