The Philippine Charity Sweepstakes Office (PCSO) was awarded by the Governance Commission for GOCCS as the number one performing GOCC, in addition to the leadership award finalist recognition to its General Manager Melquiades A. Robles. The PCSO, in its 2024 scorecard, scored a superlative 100.63% in its performance evaluation. Meanwhile, GM Robles is one of three finalists for the Leadership Award, a distinction for high-performing GOCC leaders. The GCG Awards, an annual ceremony hosted by the Governance Commission for Government-Owned and Controlled Corporations (GOCCs), recognizes high-performing GOCCs based on set targets.
The Philippine Charity Sweepstakes Office (PCSO) has been recognized as the top-performing Government-Owned and Controlled Corporation (GOCC) for 2024, achieving a remarkable performance rating of 100.63 percent from the Governance Commission for GOCCs (GCG)—the only agency to surpass the 100-percent mark this year.
The award, given during the GCG’s annual recognition ceremony in Parañaque City, underscores PCSO’s transformation into one of the most efficient, transparent, and citizen-focused institutions in government under the leadership of General Manager Melquiades “Mel” A. Robles.
GCG’s evaluation highlighted PCSO’s exceptional delivery across all major performance areas: sustained and growing revenues, high collection efficiency, optimized budget utilization, improved customer satisfaction, ISO-certified processes, robust human resource development, and significant technological advancements.
PCSO not only met its targets with near-perfect execution—it exceeded them by earning an additional point for its full compliance with the Magna Carta for Women (RA 9710) through strengthened Gender and Development (GAD) programs. This commitment to gender-responsive governance pushed PCSO beyond the 100-percent threshold.
GM Robles said the recognition reflects the agency’s renewed mission-driven culture.
“There is no greater motivation for a government agency than putting its heart and soul into charity and public service,” he said. “This recognition inspires us to work even harder and uphold a culture of excellence in serving the Filipino people.”
The latest award caps a consistent upward trajectory for PCSO since Robles took office.
• In 2021, PCSO held a performance rating of 56.3%.
• By 2022, the agency surged to 92.03% and was named Most Improved GOCC.
• In 2023, PCSO entered the Top 10 GOCCs with a 98.01% score.
• And in 2024, it secured the No. 1 GOCC position with a record-breaking performance.
This year alone, PCSO also received the 2024 Gender and Development Award from the Philippine Women’s Commission and placed First Runner-Up in the national Freedom of Information (FOI) Champion Awards. Meanwhile, GM Robles was recognized by the GCG as a 2024 Leadership Award finalist, cementing his influence and impact on the agency’s reforms.
Beyond awards, PCSO continues to make its mark through wide-reaching programs that directly benefit Filipinos nationwide. These include the Patient Transport Vehicle Distribution Program, the Medical Assistance Program that aids thousands of patients, the Medical Equipment Donation Program that helps upgrade hospital capacity, and rapid relief and disaster response operations for calamity-stricken communities.
