Twenty-three individuals were rescued by the Philippine Coast Guard (PCG) after their vessel began to flood off San Pascual, Masbate, on Saturday.
The recreational boat, identified as Harlyn, was carrying passengers and crew to Sombrero Island when it hit an unidentified object in the water.
The impact caused the vessel to take on water and partially submerge roughly one to two nautical miles from its destination.
Among those rescued were 20 passengers and three crew members, all of whom were safely removed from the boat.
Authorities transported the survivors to Sombrero Island, where they received immediate assistance and support.
The Coast Guard has opened an inquiry to determine what caused the accident, following maritime safety laws and procedures.
Officials urged travelers and boat operators to follow safety guidelines and exercise caution while navigating Philippine waters.
